Detailed Scope & Process

What Is Multimodal Transport Operator Registration?

A Multimodal Transport Operator is a person who enters into a multimodal transport contract with a consignor, acts as a principal and not merely as an agent, and takes responsibility for performing the whole transport under that contract. The Multimodal Transportation of Goods Act, 1993 requires such an operator to be registered by the competent authority, which is the Directorate General of Shipping. The Registration of Multimodal Transport Operators Rules, 1992 set out the application procedure. In everyday language the registration is called an MTO licence or MTO certificate, but legally it is a certificate of registration under Section 4 of the Act.

The certificate carries a registration number. That number must appear on the Multimodal Transport Document, or MTD, which the operator issues to customers in the format prescribed by DG Shipping.

Why Is It Important?

Registration lets a company present itself as an MTO, issue the prescribed MTD and take responsibility for the cargo from the time it takes the goods in charge until delivery. Exporters, banks and insurers often ask for the registration number as a basic credibility check, and DG Shipping publishes a list of registered MTOs. For the operator, registration also brings clarity on liability, because the prescribed conditions govern when the operator is responsible for loss, damage or delay.

An MTO registration is separate from other approvals that a logistics business may need, such as an Importer-Exporter Code, GST registration, customs broker licence, NVOCC arrangements or road transport permits. Registration also does not turn a domestic movement into a regulated one. The prescribed conditions define multimodal transportation around carriage from a place in India to a place outside India, so businesses should confirm how their own service model fits before applying.

Who Needs It?

  • Freight forwarders and logistics companies that sell export movements under a single contract
  • NVOCCs, consolidators and shipping agents that also arrange road, rail or inland waterway legs
  • Exporters and trading houses with a logistics arm that issues transport documents to third parties
  • Foreign shipping or forwarding companies that need registration for operations connected with India
  • Companies expanding from a single-mode service to an integrated offer

Eligibility in Brief

As per the DG Shipping checklist, an applicant engaged in shipping or freight forwarding must show financial strength through a Chartered Accountant certificate of annual turnover of at least fifty lakh rupees, supported by income tax returns and audited accounts. An applicant not engaged in those businesses can instead show subscribed share capital, partners’ capital or proprietor’s capital of at least fifty lakh rupees. Every applicant must also show agency agreements with two agents from two different foreign countries, with the applicant acting as principal and the foreign agent as agent, along with a recent confirmation from those agents that the agreements remain valid. Details of infrastructure, authorised signatories and proof of their employment are also required.

What Our Service Includes

  • Eligibility and gap review: we compare your business, accounts, agreements and insurance arrangements with the current DG Shipping checklist and tell you what needs to be fixed before filing.
  • Financial documents: coordination with your Chartered Accountant for the turnover or capital certificate, tax return copies and audited accounts in the form the portal expects.
  • Agency agreement review: a check that the two overseas agency agreements carry the required principal-and-agent wording, dates, signatures and stamps, and that validity confirmations are available.
  • Application preparation: entry of applicant, GST and TAN, registered office, authorised signatory, overseas agent and financial details on the e-Samudra portal, with documents prepared as PDFs within the size limit.
  • Undertaking and declarations: drafting of the prescribed undertaking on your letterhead for review and signature.
  • Filing and payment support: guidance on the BharatKosh payment, upload of the receipt and digital signing of the application.
  • Query handling: tracking and responding to observations raised by DG Shipping officers.
  • Post-approval compliance: support for submitting the specimen MTD, insurance cover and acceptance of terms within the time allowed.

How Our Platform Helps

You share basic company details and a copy of your latest accounts. A consultant checks eligibility, lists the documents and gaps, and gives you a fee estimate and timeline. After you approve, we prepare the application with you, hold an internal review before filing, and keep you updated on every observation from the authority. Documents, payments and approvals are stored on the platform for later renewal.

Important Considerations

  • Approval is decided by DG Shipping. We cannot guarantee approval, timing or the number of queries.
  • The application fee is non-refundable as per the portal instructions, and a deficient or inconsistent application may be returned or rejected.
  • The registration can be treated as invalid if the specimen MTD and insurance cover are not submitted within thirty days of receiving the approval. This deadline needs to be diarised.
  • Information or documents found to be false can lead to cancellation of the certificate.
  • Rules, forms, fees and portal procedures change. Confirm the current position at the time of filing.
  • Liability insurance for the operator’s responsibilities under the Act is arranged with an insurer and is a separate cost.

After Registration

Use the prescribed MTD with your registration number, keep liability insurance continuously in force, maintain the signatory list, keep overseas agency agreements current, and apply for renewal well before the validity date shown on your certificate. Changes in name or address need a separate application to DG Shipping.

How to Get Started

Tell us your constitution, latest turnover or capital position, overseas agents and insurance status. We will confirm whether you are ready to apply and share a fee estimate.

💰 Pricing Considerations

Our professional fee for MTO registration depends on how ready your documents are, the category of applicant, the number of offices and authorised signatories, the review needed for the two overseas agency agreements, coordination with your CA and insurer, the number of queries raised by the authority and whether post-approval submissions are included. Government fee: the application fee shown in the DG Shipping MTO User Manual (version 3.1, January 2026) is ₹10,000, stated to be non-refundable and paid online through BharatKosh. Please confirm the current amount on the e-Samudra portal at the time of filing, as fees can be revised by the authority. Liability insurance premium, CA certificate and audit charges, stamp duty on agreements, digital signature certificate cost and the cost of arranging agent agreements are separate third-party costs. Company incorporation, IEC, GST registration and customs broker licensing are separate services. Professional fees and government charges are always shown separately and are never combined. Applicable statutory/government fees may vary based on jurisdiction, entity type and application details. Fees and timelines may vary and are confirmed after a requirement discussion.

⚠️
